Documents we handle
EAEU declaration of conformity
The applicant confirms that the product meets EAEU technical regulations, based on test reports and technical documentation. The declaration is entered in the unified register.
For example: many types of clothing and textiles, furniture, packaging and electrical goods.
EAEU certificate of conformity
Issued by an accredited certification body after testing samples. Required for goods that the regulations subject to mandatory certification.
For example: children’s goods and toys, some electrical equipment, personal protective equipment.
State registration certificate (SGR)
Confirms the sanitary and epidemiological safety of products. Issued for the manufacturer’s products and entered in the unified register.
For example: dietary supplements, baby food, certain household chemicals.
CT-1 certificate of origin
Confirms that goods were produced in Kyrgyzstan or another CIS country and grants duty preferences in trade with CIS countries. Issued by the Chamber of Commerce and Industry.
Needed if you produce or process goods in Kyrgyzstan and export them to CIS countries.
How to tell which document your product needs
The document depends on the product itself, its HS code and the EAEU technical regulation that covers it. Sometimes more than one is needed: for example, an electrical appliance is documented under two regulations at once — low-voltage equipment safety and electromagnetic compatibility — and children’s clothing requires a certificate, while adult clothing usually needs only a declaration.

What is the difference between a declaration and a certificate of conformity?
A declaration is issued by the applicant on the basis of tests and documents, while a certificate is issued by an accredited certification body after testing samples. Which one you need is set by the EAEU technical regulation for your product.
How do I know which document my product needs?
By the HS code and the EAEU technical regulation. Send a description, photos and the code if you have it — we will identify the document and procedure.
Is the document valid in other EAEU countries?
Yes. EAEU declarations and certificates of conformity, as well as SGR, are recognised in all union countries: Kyrgyzstan, Kazakhstan, Russia, Belarus and Armenia.
Do I need certification if I ship by cargo?
If the goods are sold through retail chains or marketplaces, or take part in tenders, a conformity document is usually required regardless of how they were imported. We will tell you what you need.
Can the document be issued before the shipment arrives?
In many cases, yes: based on technical documentation and samples while the main shipment is in transit, so the goods do not sit at the warehouse.
What is an SGR and who needs it?
A state registration certificate confirms the sanitary and epidemiological safety of products. It is required for certain product groups — for example, dietary supplements, baby food and some household chemicals.
What is a CT-1 certificate of origin for?
It confirms that goods were produced in a CIS country and grants duty preferences in trade within the CIS. It is relevant if you produce or process goods in Kyrgyzstan.
